It has not been possible to identify this inventor.
In his patents he indicated the following places of residence:

June 1906 to May 1908: Metz
July 1908 to September 1910 Luxembourg-gare

The only individual with the family name of CABRINI that could be located in Luxembourg is Giovanni CABRINI.
Giovanni was born in Gualtieri (IT) in 1864 and came in 1902 to Luxembourg (via Strasbourg) to work as Bergarbeiter. He died in Gualtieri in 1913.
César was possibly the son of Giovanni CABRINI.
