A. DOSSCHE claimed to be a resident of Luxembourg in February 1885, when he applied for German patent 32489.
No evidence, however, can be found of the existence of the presumed inventor either in Luxembourg or elsewhere.
In fact, this person did not exist and was a creation of a Belgian patent agent (H. RACLOT) who wished to demonstrate that the German patent granting system, based on prior examination of an invention, could fail.
RACLOT copied a French patent of 1856 and presented it to the German Patent office as a patent application by A. DOSSCHE of Luxembourg. The German examination did not reveal the existence of the identical French patent obtained in 1856 and the German patent was granted.
The inventor of the apparatus described in German patent 32489 was not A. DOSSCHE but a French citizen by the name of Joseph KOMGEN (FR28628, see: “The invented inventor” in Addendum).
